what are the predicted consequences for a 16 year old being charged with felony fraud for stealing and using a credit card? does it stay on their record past the age of 18?

Yes, it would be recorded for life.
No it will not. Most likely they will serve time in a dentation center or go on house arrest with some kind of Community Service.
I don't know what state you are in or if the age of 16 puts said minor in adult charge status. So I can't answer the question pertaining to sentence. However, it can stay on their record past 18. When said minor reaches age of majority, you can appeal to have the record sealed or expunged. Sometimes this happens automatically and other times it doesn't and needs prompting on the concerned's behalf.
The will more than likely do time in Juvie and even more time may be added on when they are 18. So yes, the charges stick with the record like glue!

the minor may be charged as an adult, the child is of age to know right from wrong so if charged as an adult its on the childs record for life. and sentencing would be the same as an adult= jail time
