Is credit card fraud a federal offense?

My friend's grandmother's credit card was stolen, and they have apprehended the culprit (after she went on her own personal shopping spree). We both want to know whether or not credit card fraud is a federal offense or not. Thanks!

i think it either goes Federal or State, depending.
States have statutory laws for the enforcement of credit card fraud unless the fraud deals with a domain outside the jurisdiction of the state court system. For example, if the number was stolen through a domain in which the federal government has jurisdiction, such as over the internet, it would become a federal crime. Or if the fraud involved some sort of interstate commerce, which is a federally reguated domain, it would become a federal crime. However, if the card was simply stolen and then recovered by local police, it is going to be adjudicated at the state-level.
