many were been victimised by the internet frauds like email scams as such , how can its be stopped/prevented and victims be protected from these types of internet fruads and what are the steps to be taken when victimised by these type of internet fruadsters, which rised along with the high technology in this modern generation

The innocent can never be protected 100%. That's just life. For every new law/regulation/technology to stop online fraud, there will be a smarter theif to come up with a new way of doing it.

You need to learn to survive online, and notice thy frauds, just like how you have to learn to interact with peoplein real life.
They usually fall prey to the basic: if it sounds too good to be true, it is.
Some are socially engineered through trickery into giving money but still, people have to learn about the dangers.
As a wise man once said: "Someone cannot take something away from you unless you first give it to them."
In other words, you allowed yourself to be "victimized" by not doing your research and blindly giving (money, bank info, etc) to the fraudsters.
The only protection you should seek is from yourself if you expect others to protect you from your poor decisions.
