who do we report e-mail scams to?
I was talking with a lady from yahoo personals and she stated she was from Bozeman, MT. 2 e-mails later she was stuck in Nigeria and needs $870 dollars to get back to the states. She said that the embassy will not help her and the hotel manager will not let her leave. Sounds like one of those Nigerian scams to me.

It must be. There isn't really anyone to report it to. The Nigerian government makes little attempt to prevent this.

There's not much you can do. Just tell her NO. And educate everyone you know about these online scams so they don't fall prey to them. If the scams wouldn't work, people wouldn't try scamming people.
