who do you report online scams to when they want u to do something that is illegal?

i am being requested to open a bank account in texas for someone who says they are in africa and dont have access to any banks there. then they want me to western union them cash out of the account

Don't do it. Those scams have been around for a loooooooooooooooooooooooooooooonnnnnnnnnnnnnnnnnnnnnnnnnnngggggggggggggg time.
File a complaint online with the Federal Trade Comission (FTC)
This is called the Nigerian 4-1-9 scam. There are so many e-mails being sent out that the FBI recommends that you just delete them. However, if you have already replied to them and have given them your personal information, you can go to the Internet Crime Complaint Center at: http://www.ic3.gov/ I knew a guy who lost his whole life savings into one of these scams hoping to get the millions that he was promised. These scammers just string you along and keep asking for more. FBI they have been busting people for these. Don't ever do any of these when it involves your money. They are just trying to scam you out of your money.
Contact the federal trade commission at: www.ftc.gov I had an email from someone impersonating a soldier and I called them. I had to forward the email to them and the secret service.
